pestel-delta-monitor is a Claude Code skill that performs a quarterly refresh of an existing PESTEL analysis by diffing each factor against the prior run and surfacing only material movement — passed regulations, crossed macro thresholds, matured technologies, and broken assumptions. A prior PESTEL is a hard prerequisite: arriving without one triggers a referral to the companion `pestel-analysis` skill and a clean stop, because there is nothing to diff. Output follows a fixed schema — run header, factor-by-factor delta across P/E/S/T/E/L, a broken-assumptions section (the run's most important output), new entrants to the frame, and a "So What?" block with strategy and roadmap implications. Every claim is labeled Fact, Inference, or Assumption and backed by real citations; inventing regulations or statistics is explicitly prohibited.
