vc-generate-phase-program is a Claude Code skill that generates kickoff artifacts for a multi-phase RIPER-5 program. It produces an umbrella plan, a Program Goal Charter, a session-goal block (capped at 4000 characters), per-phase plan stubs, and a reference for the 7-step inner loop: Research → Innovate → Plan-Supplement → PVL → Execute → EVL → Update-Process. The skill activates at the PLAN or ORCHESTRATOR phase when a request naturally breaks into three or more dependent phases, each requiring its own validation gate before the next begins. Before writing any files, it reads two template files from the templates/ directory, researches the full problem space, and stops for user approval of the proposed structure. All artifacts are colocated flat inside a single program task folder at process/features/{feature}/active/{program-slug}_{date}/.
