Engineering plan review before coding

★ 7.1 · engineering

plan-eng-review is a Claude Code skill that conducts a thorough eng manager-style review of an engineering plan before any code changes are made. It starts with Step 0: a scope challenge that identifies existing code already solving sub-problems, counts files touched and new classes introduced (more than 8 files or 2 new services is treated as a smell), and cross-references TODOS.md. Based on that, it offers three modes — SCOPE REDUCTION, BIG CHANGE (interactive section-by-section: Architecture → Code Quality → Tests → Performance, up to 8 issues each), or SMALL CHANGE (a compressed single pass with one prioritized issue per section). Each issue is surfaced via a dedicated AskUserQuestion call with options, an opinionated recommendation, and explicit reasoning. The skill enforces strong preferences for DRY, edge-case handling, minimal diff, and ASCII diagrams for data flows, state machines, and pipelines — including flagging stale diagrams in touched files.
