adr-writer is a Claude Code skill that writes Architecture Decision Records capturing context, evaluated alternatives, chosen direction, and consequences without introducing product obligations. It operates with Read, Write, Edit, Bash, Glob, Grep, and TodoWrite tools, using govctl adr show and govctl search to inspect related decisions before authoring. The writing flow is deliberate: problem and constraints come first, then credible alternatives with material pros and cons, then a decisive choice with rationale, and finally consequences that name both benefits and costs with mitigations. Accepting, rejecting, or superseding an ADR is explicitly out of scope — those actions belong to the spec and gov helpers. The skill suits engineering teams that need rigorous decision documentation, historical backfills, or ADRs ready for review via adr-reviewer before handoff.
